Sir,

With reference to Your Excellency's letter of

4th. September last t-o the Chief Justice (No. 3 in 3130/1914.

on the subject of the Courts, I venture to address to Your

Excellency a few lines supplementing the reply of the Chief

Justice.

I propose only to address myself to the

question of the extension of the Jurisdiction of the Summary

Court, hoping that Your Exceliency may on further considera-

-tion modify the views already expressed by Your Excellency

for the following reasons:-

The proposal is strongly supported by the Law

Society

-

indeed it emanates from their Committee.

Some sort of opposition might be expected

from the Bar which is perhaps the most conservative profession in the world. But in this case it is my opinion purely formal and entirely lacking in

substance.

There is no point in the assertion that the

Bar has never been more numerous than at present.

Practice is entirely confined, as no doubt Your Excellency is well aware, to the five Counsel - Messrs. Sharp, Pollock, Potter, Jenkin and

Alabaster. Of these Messrs. Sharp and Potter are,

of course the favourites while Mr. Pollock comes

in less frequently than the other two.

There remain only ties Chinese barristers; and Messrs. Belilios and Findlay Smith; and of all

these it may be said that not only have they no
